No such thing. It comes down to what you want to do with a device and how much you want to spend on it.

I dont want to develop or test .I want to use it as desktop pc. I want to replace my arch-powered bulky noisy x86 box with arm alternative.

anything as long as it works fine. most laptops are actually fixed workstations nowadays.

Then your best "close to normal expectations of a desktop" will probably be the ODROID-XU3. It's for the greatest oomph other than a Jetson TK1 I know of, at this time.
