Applying packages to non-root filesystem

I have been using Ubuntu to create an SD card with ArchLinuxARM
After creation I boot the SD card and use pacman to install the packages I want (webmin and samba)

Is it feasible to directly install webmin onto my Archlinux SD card from Ubuntu or ArchLinux (x86)?

With ubuntu you need pacman, with archlinux you can, yes. You need to specify pacman root and different repositories. I suppose you could also use qemu-arm-static and chroot into each install and run pacman there.
