[zam-plugins][pulseeffects] not present in aarch64 repos

The zam-plugins package isn't present in the aarch64 repos. This is a makedepends of pulseeffects so that one is also missing from the repos

I built them myself for aarch64 (on an Odroid N2+ 4GB plus zram and HDD swap) and zam-plugins did need a fair bit of RAM to build which might explain the build issue.
