armv7 nodejs-lts-iron needs icu 78 rebuild

I got an error with the current upstream 20.19.5-3, but a rebuild of 20.19.4 was successful.

So if what's holding up the update is that 20.19.5-3 doesn't compile, I'd suggest to push a 20.19.4-2, because that's still better than the current situation where it doesn't work at all.

(Probably affects the other armv7 nodejs-lts packages as well).
