Hmm, I don't know what could go wrong with unpacking the install image, but here is how I did it:
1. I used GParted to partition SD cards. Tried two types of them: a couple of Samsung EVO Select 128 GB and an old Transcend 32 GB. Partitioned with GPT.
2. I created "boot" directory in the root partition and mounted the boot partition there before unpacking the rootfs tarball.
Prepared 32- and 64-bit cards in identical ways. I have here an RPi 4B 8 GB with the latest firmware as reported by rpi-eeprom-update.
Then I found an old FS image and with absolutely the same steps produced a working media.
