[community/apcupsd] Numerous issues in apcupsd.

Description: There are a number of issues with the apcupsd package in Arch Linux. I see many of these issues seemed fixed over at redhat/fedora, can those fixes be merged into the Arch Linux package? I'm specifically using the Aarch64 version of this package on my Raspberry Pi 3B+. I feel these changes should be applied to all versions of these packages in Arch Linux and Arch Linux Arm so I've submitted the same issue to the offical bug tracker, https://bugs.archlinux.org/task/58744?project=5

Issues include:
* apcupsd not powering down the UPS when the system has halted. There needs to be a script added.
* apcupsd.service hangs and doesn't get properly stopped on shutdown

I can't make a pull request, the PKGBUILD doesn't seem to be in https://github.com/archlinuxarm/PKGBUILDs should I make a new directory? My Raspberry Pi system says the apcupsd came from the community repository.

This topic can be closed and locked because the fixes have been accepted. They are now included in apcupsd 3.14.14-3 in the official Arch Linux repository and should be accepted in Arch Linux ARM soon.
