[extra/irqbalance] Rebuild for better logging support

Please integrate the latest commits to this package, so that irqbalance no longer rescans and pollutes user's journal log. Tested to work with Odroid C2. Thanks!

The only alteration to this package I see was to remove the numactl dependency. Otherwise, this comes from upstream https://www.archlinux.org/packages/extr ... rqbalance/

So I should notify AL upstream instead? I was referring to this specific aarch64 commit from highest upstream:

which doesn't affect x86, and thus I'm not sure if I should compel them to integrate it in the first place.
