[php-fpm] missing icu library

Trying to run php-fpm package will throw following error:

$this->bbcode_second_pass_code('', 'php-fpm: error while loading shared libraries: libicuuc.so.63: cannot open shared object file: No such file or directory')

Installing "icu" package does not help, because it only installs libicuuc.so.64, while PHP needs older version.

Problematic version is php-fpm-7.3.5-1. This is on RPi3 (armv7l).

This appears to be the case for all php packages, not just fpm

libicu is missing , install it

This appears to be resolved in latest php version as of now, which is 7.3.6-1. Thanks to whoever did it.

@kurdo there is no `libicu` package. There is only icu package which contained newer library that php required.
