[python-pypandoc] can't be installed, made updated PKGBUILD

Although present at https://archlinuxarm.org/packages/any/python-pypandoc it cannot be installed directly via pacman -S python-pypandoc for some reason, resulting in the $this->bbcode_second_pass_code('', 'target not found') error.
