[android-tools] Build also for armv7h

The android-tools package is built for aarch64, but not armv7h, even though there seemingly aren't any showstoppers. The package is nothing special and all of its dependencies are already available for armv7h. Even a similar package android-tools-fsutils is already available for both architectures.

Please build android-tools also for armv7h.
