libzim, libkiwix, kiwix-tools all need updates

In Archlinux:
libzim 9.1.0-3
libkiwix 12.1.1-3
kiwix-tools 3.5.0-3

In Archlinux ARM:
libzim 8.2.1-1
libkiwix 12.1.0-1
kiwix-tools 3.5.0-2

Well, I guess kiwix-tools is up-to-date, but it will need rebuilding after its dependencies are updated.

I ran into this while running kiwix-serve:

> kiwix-serve --help
kiwix-serve: error while loading shared libraries: libicui18n.so.73: cannot open shared object file: No such file or directory

I wouldn't care as much if it weren't for this error. I tried recompiling libzim 8.2.1-1 to fix just this link error, but I got a bunch of build errors.
