[Solved] transmission is misbehaving

I woke up this morning and I couldn't do anything internet base so checked my router and it said my Seagate Net is using 3000 connections and was using all the bandwidth, so i looked in to the problem and found out that transmission was running at full speed even though it is suppose to slow down at 5am i tried to unlimit then limit the speeds again nothing, i tried to pause all of the torrents no reaction still full speed even when paused, transmission was also using 88%+ cpu, i finally just killed it and started looking for a solution.

any help would be greatly appreciated.

EDIT: I fixed the problem one the torrents was causing transmission to freak out.
