[Request] BBR congestion control

As of 4.9.13-4, support for the BBR TCP congestion control algorithm has not been compiled into the kernel:

net.ipv4.tcp_available_congestion_control = cubic reno')

Support for BBR can be enabled with "CONFIG_TCP_CONG_BBR=y". It has already been added to the vanilla Arch Linux kernel, so it'd be (really) nice to see it in ALARM too.
