When do you setup the base file system

Hello,

I am in the midst of pulling together kernel / raw image build. Something we'll want to do in a Continuous Integration fashion. That much is pretty straightforward.

I have the kernel itself building to its zImage as far as I know. Now I am pulling together the Raw image for eventual packaging to micro SD card.

I need to know this, however: when is the time to setup the root file system? For instance, I know we'll have a root user setup somehow. I expect we would also want a non-root user, etc. Along with home directories, and so on, and so forth. Probably some default /etc or /opt style things.

Please excuse me if my vocabulary is a bit clumsy. This is still somewhat fresh to me.
