Change keyboard layout on touchbook

Hello,

I try to change the keyboard layout on my touchbook to be-latin1. When I do it as on a normal arch system (in rc.conf) it doesn't work. It stays on US version.
Is this a problem due to U-boot or the kernel beause a have the same problem on my imx53 with ubuntu, and it seems the beagleboard with armstrong has the same problem (found when doiing a google search, altough no sollution found).
For some reason it doesn't work. When I, after boot, use the 'loadkeys be-latin1' command, it does work.
