Good news.
After downloading the latest version of ArchLinux (archlinux-hf-2013-06-06), I executed the following commands and all OK:
$this->bbcode_second_pass_code('', '# pacman -Sy pacman
# pacman-key --init
# pacman -Syu
# reboot')

There is no point at this time doing pacman-key --init
Packages are not signed and it slows things down. Glad you got going again

However after running the command:
$this->bbcode_second_pass_code('', 'pacman -Sy pacman')
get a message that says you need run
$this->bbcode_second_pass_code('', 'pacman-key --init')

Skip it. We're in full control of our repos, sync'd on high rate with push. We're currently NOT signing.

I have what may be a related problem with pacman; most, but not all attempts to download packages get the following response: "error: failed retrieving file 'xxxx' from mirror.archlinuxarm.org : Could not resolve host: mirror.archlinuxarm.org". My installation is the hf-2013-05-14 version, which seems to work well, otherwise. Has anyone else had this problem?

Make sure your dns resolution is working, obivously.

That particular mirror sometimes shows up with an IPv6 address, which I can't use. Because of that, I choose a different mirror.

To choose a different mirror, you comment out the line that has the one you are using (mirror.archlinuxarm.org) and pick another one that you uncomment that you want to use. The mirror list is in

/etc/pacman.d/mirrorlist

Thank you, Geoff and sjdf. I have updated /pacman.d/mirrorlist to include four other mirrors, and they all get bounced with the same error! As an example, I tried to download gcc; pacman gives you a list of dependencies, tells you how much storage is required, and asks if you want to proceed. All the norMal preamble, in fact. Then, pacman proceeds to go through the list of dependencies, quoting the host error in each case. This process is repeated for each mirror, with the same result. So, pacman IS connecting with each mirror, but cannot, for some reason, extract any package for download. Answers on a postcard, please....
Incidentally, this same problem appears to be generating discussion on at least one other RPi forum.
