WiFi is not working?

My RaspberryPi is rpi3.
I want to use the rpi3 to connect to wifi.
But it does not work.

iwconfig:

Kernel is 4.9.0, I not know userland.

4.9.0 ? Which exact kernel package, and are you using ARMv7 (armv7h) or ARMv8 (aarch64) userland?

I using ARMv8, and I switched to the armv7, why ARMv8 of WiFi is not working?
