Pacman is giving 404 errors (have internet)

I am a linux noob here and I don't know why I cant get basic packages to download. I can't even get sudo or gcc installed. Some packages will download. Pacman -Q does not list sudo or gcc and many of the packages it does list 404. I have tried messing with the mirror list but have not gotten better results.
