Well, I had three ideas, but I have none anymore.
First was that kernel is compiled without USB OTG support, but /proc/config.gz says CONFIG_USB_OTG=y
Second was that it is somehow disabled in the device tree, but dts compiled from /proc/device-tree says nothing I could guess it realy is:

where usb@01c13000 in its turn is

Third was that usb otg hardware driver (kernel module) isn't installed, but I couldn't find it's name if such exists at all.
Still no ethernet through usb otg. Some more ideas to check?
