[WORKING] Upstream Uboot for RockPi4 (and other RK3399)

Hi,

The main bug of upstream Uboot not initializing DDR4 memory correctly has been solved in upstream v2019.10 tag, I have made the upstream Uboot for RockPi4:

It can be easily modified for RockPro64 (waiting for my extra SD card to test) and other RK3399 based boards.

Upstream ALARM pkgbuilds are rejecting those boards, but with upstream support, I believe it's time to add support for such popular board family.

Especially upstream mesa has also added panfrost support, I see no reason to reject those boards anymore.

Although there are still some small problems like no PCIE controlled enabled in dtb yet, and long boot time, the board is already capable of running GNOME with panfrost.
