is it possible to download the complete package repositorie of archlinuxarm so I can put it on a usb disk as I don't have a permanent internet connection?

Yes, you can. Just recreate the folder structure locally and add sources to your pacman.conf to use them appropriately. Packages change and get updated daily, so a snapshot of the repository is going to be outdated considerably after even a month.
