BBB cpufreq not working

I have a BBB Rev C and cpufreq is not working. I have a Rev B also and it's not working there either, although I'm positive when I first installed Arch on the Rev B a few years ago that cpufreq was working then.

I see the same issue on the Rev B board, although it is running 3.11.0-1-ARCH instead. (has latest installed but hasn't been rebooted in 500 days)

I saw some other posts here about freeze issues with the latest kernels that were solved by using the legacy kernel. I'm hoping someone running BBB on a legacy kernel can confirm whether or not cpufreq is working with the legacy kernel?

Where is the correct place for me to report that it's no longer working on the newer kernels? There's an email in the output above for reporting cpufreq issues to, but I think this is unique to BBB and maybe newer kernels because cpufreq works fine on several other machines I have.
