This is an mp3 encoder that, while poorer quality than LAME, does not use floating point calculations and is much faster. It reportedly is fast enough to use on Shivaplug, so I'm hopeful it can be used for transcoding FLAC with Mediatomb out to my Omnifi DMS1, which needs MP3 or WMA to function.

It doesn't look like that project is really active anymore. Are there other libraries that can do the same thing that have current development? And more importantly, do any programs actually make use of the library?

None that I am aware of. I've seen folks discussing how it would be a good idea to recreate something like this, but nothing that lead to anyone making code. But even without a discrete program the library is evidently usable, going by the article in the second link, where with the wrapper script when calling lame, shineenc runs instead. The link describes usage in a Squeezebox context, but it looks to me like it would work for transcoding in Mediatomb. I just got ffmpeg transcoding working there on my PogoPlug Pro, and while that's not fast enough for real time, it's close enough that something significantly faster such as this seems mighty promising.
