dart for aarch64

I found the dart package for armv7h, and dartlang.org also provide the armv8 binary, I have checked the PKGBUILD, it seems like a few modifications needed to adjust it to aarch64. Thanks for your efforts .

I simply added several lines to the PKGBUILD file
