I am having this same problem now. It was working a year ago, but back then I was on a fast cable ISP. Now a slower DSL provider but still, it goes 2-4 Mb/s. Why does turning off IPv6 fix this?

Disable ipv6, possibly set you mirrors by hand instead of relying on GeoIP RR dns.
