What's the best way to set a static ip now that systemctl is standard

Systemctl has nothing to do with your IP directly... you have many options but likely netcfg is what you're using... or netctl which hasn't been out of [testing] yet.
See /etc/network.d/examples and the Arch wiki on 'netcfg' for more.

There is one file in /etc/network.d
I think it's called wired-eth0
Edit that
