Running PogoPlug V2, complete clean system reload about a week ago, using systemd now, but same error when attempted pacman -Syu today.

Trying to run the first command they recommend (PogoPlug v4)

Check what you have in those folders: "ls /bin" ls /usr... then figure which packages those are. And if it safe, remove them with pacman -R, then you can reinstall them.

You must do this first
pacman -R localepurge
pacman -Syu --ignore filesystem,bash

If that works
pacman -S bash
pacman -Su
If that fails you have to see what is in /bin /sbin /usr/sbin stopping it
