probably doesn't like the key sequencing in PuTTY, this should be tweakable.

I ran into an issue where they defaulted to public key only for root, meaning you couldn't log in as root with password without a key. Had to pull the USB flash into another system and change that after I locked myself out of my ALARM systems following patching. If you modified the sshd_config, it wouldn't have replaced it, I think.
