P25 - nginx is slow work, problem with accept4

I found the problem nginx very slow work.
When I turn off the accept4 is starting normally.
How do I fix this problem?

I am afraid I do not fully understand what you are trying to say.

I have not used nginx. I use lighttpd instead, which doesn't depend on accept4, as far as I can tell. Either way, though, you probably need to minimize the number and size of processes that these servers spawn, and be sure to have some swap space on a disk drive. If you're using php, you will also want the eaccelerator package from AUR.
