I always use "halt" to shut down my Plug Computers...

hi I have a question about rebooting.
I have some tricky usb dongles that is used to count for a while while it gets powered, then after the count down it gives out the power supply to the other end usb device.
This is used to let the plug always meets the booting harddrive first, then after several seconds (10 to 15 I believe), other harddrives will get powered and starts spinning.
My question is, which reboot command could cut the usb device's power completely then power back? It seems if I let the plug do a reboot, there's no cut down to the usb devices' power?
