Screen size bigger than monitor size? [ODROID-U3]

Hello -- I'm a somewhat new Arch user using an ODROID-U3 with Hardkernel's custom kernel version 3.8.13.18-1 with Arch Arm's latest release. I've been having a problem where for every HDTV but one (the first one I connected it to) I get a screen size larger than the size of the monitor; that is to say, the resolution is correct but in both command line mode and in X, I have an apparent ~30 (it varies from HDTV to HDTV) or so px border that's invisible off screen. xrandr always lists modes with the correct resolution and physical screen dimensions on any HDTV. There's also no virtual screen set up in X, nor is the screen scrollable in console nor X. I'm not sure whether this is a problem with the kernel, the Mali kernel driver, systemd or something else.

Does anyone have any idea what may be the issue? Did the first TV I connected to set some permanent value somewhere for screen dimensions? I never tested the system on any other HDTV with the Arch release kernel from the stock image so I have no comparison with a vanilla install. Searching the internet, this forum, and the ODROID forums seems to have so far not supplied any useful information so any help would be greatly appreciated.
