how to setup a bluetooth PAN - nap

I an trying to figure out how to setup a Bluetooth Network Aggregation Point (NAP) so I can connect a laptop to my box and use a service via TCP/IP.

I am running an Odroid -U3 with archlinux 3.8.13.28-3-ARCH #3 SMP PREEMPT Thu Oct 9 22:49:47 MDT 2014 armv7l GNU/Linux
I have installed:
bluez 5.25-2
bluez-libs 5.25-2
bluez-utils 5.25-2
gnome-bluetooth 3.14.0-1

I'm using a Broadcom Bluetooth USB dongle.

I have successfully paired and connected to my Logitech keyboard, it works great.
I have also successfully paired with my Windows laptop and transferred files using GNOME.

But how do I setup a NAP?

Any pointers will be appreciated.

I believe I am getting a bit closer.
I downloaded the bluez src tarball so I would have the test scripts
After some trial and error I realized that python was not working. Python2 seemed to work better.
While running test-pan I used another terminal to run bluetoothctl and now I see the bluetothnap UUID :)

Still I haven't been able to connect my windows machine to?

Should I first pair with the computer than attempt to connect to a PAN?
