I went back to ALARM again and did some testing with dwm, and after fbturbo is installed the performance is equal to raspbian. So I'll mark this thread as solved. Even though I still haven't achieved full graphics acceleration, but that'll probably change in the future with the VC4 driver.

To recap: the xf86-video-fbturbo-git package should be installed by default in the alarm/rpi image.

Arch doesn't really do "defaults" base the base package group. Moving on.

I know, and that's fine. However users do expect that all drivers are installed (like the rpi firmware) because it's an image specific for the rpi and it could therefore create some unnecessary disappointment and questions. xf86-video-fbturbo-git doesn't depend on anything so it should be possible. But it's just a suggestion, nothing more. I'll add something to the various wikis so it's documented.

Adding a graphics stack would be against the philosophy behind the base group. No. We don't make a pre-made desktop installed image.

It's really just base, kernel, sshd, and a pre-configured ethernet dhcp in systemd-networkd. It's a tarball, not an image.
