Arch on ASUS Chromebook C100P - boot stuck on Network Config

I'm installing Arch ARM on Chromebook C100P using a USB drive with these instructions (install tab top of page):

The boot process is stuck in a loop here:
[FAILED] Failed to start Network Configuration.
[ OK ] Stopped Network Configuration
Starting Network Configuration

repeat...

I can access the USB drive from a linux VM, is there a configuration file I can edit to either repair the Network Configuration or disable it?

Any help would be greatly appreciated!
