Problem with fakeroot and qemu

I try to build fakeroot-tcp into a aarch64 chroot through a 64 machine.
And It failed during checking gcc:

checking whether the C compiler works... no
configure: error: in `/home/xxxxx/fakeroot-tcp/src/fakeroot-1.24':
configure: error: C compiler cannot create executables

$ gcc
bash: /usr/bin/gcc: cannot execute binary file: Exec format error

I have no idea how to proceed debugging this as I can't debug if the problem is a configuration (arch linux arm) problem, a qemu problem, fakeroot problem or anything else. stream video
