How to create a board tarball

I want to add Arch ARM support for NanoPi2 board viewtopic.php?f=65&t=10011 . I am trying to find who and how creates tarballs for specific board/architecture. I was not able to find this information by googling, there is no info in the wiki. Could anybody share information about tarball creation?
