pulseaudio 9 broken on the rpi2

In the playback, there is a constant stutter and I think the overall playback speed is slower than it should be, as though the output buffer looped back to the beginning before more audio could be loaded. In spite of what sounds like a buffer underrun, pulseaudio's CPU usage is only around 3%.

Sound still works fine in alsa.
