[Solved] systemd-sysctl.service loaded failed

It appears the subject has impacted several forum threads after update to systemd 236.0-2. In summary, systemd-sysctl.server does not load with message Failed to start Apply Kernel Variables.

pogoplug: tried troubleshooting - there may be another piece, qdisc releated.

# /usr/lib/systemd/systemd-sysctl
Couldn't write 'fq_codel' to 'net/core/default_qdisc': Input/output error

May have solved this. Noted /proc/sys/net/core/default_qdisc was not being updated with net.core.default_qdisc = fq_codel. Changed /usr/lib/sysctl.d/50-default.conf net.core.default_qdisc = fq_codel to net.core.default_qdisc = fq. Service started with no errors and /proc/sys/net/core/default_qdisc was updated.

I'm not informed enough to know why this works, but it solved the problem on my Pogoplug, too.
