So being kind of a hobbyist linux user- though I still use Manjaro as my OS of choice there certain things that I just not up to speed on. I have the fun audit messages coming up on the command line during commands being entered and even when commands are being entered. Just a little annoying, but not the end of the world. I looked up the fix for this and found entering into /boot/cmdline.txt I can simply add onto file:
$this->bbcode_second_pass_code('', 'audit=0')
Simple enough. Haven't done it yet but confident that there shouldn't be any issue.

Now, in raspbian OS I know the file was there and I've made changes to it, but in Archlinux Arm it is not.

I guess what I'm getting at is, what am I doing when I add this cmdline.txt file? I understand that it is a configuration file, but often conflate certain terms in linux - for example I though the .bashrc should be able to control all the settings on the command line.

So what is the cmdline.txt file for?

It's a kernel parameter. Google it.
