systemctl --user gives "Failed to get D-Bus connection: Co…"

If I try to do `systemctl --user` (or any subcommand) as my primary non-root user, I get "Failed to get D-Bus connection: Connection refused". I've searched a bit, but haven't found a working solution or any hints on where to go to dig deeper into the issue. It looks like there's no D-Bus session started on user login (ssh'ing in, no X session): https://pastee.org/et273 - as I understand it, systemd should launch dbus automatically, no? Do I need to implement what's mentioned at https://wiki.archlinux.org/index.php/Systemd/User#D-Bus ?

(System is a RBPi2.)
