The virgin state... you can probably delete everything under /var/log/journal and /var/log and restore Storage to auto. I still use syslog-ng because I like to be able to grep through logs and there was a problem with journald memory consumption before too.

Yesterday, I deleted everything in /var/log/journal, then set storage back to auto, but had the same rebooting (shutdown) problem.

I have not tried deleting everything in /var/log. I'll give that a shot.

It doesn't appear that syslog-ng is having a detrimental effect on performance, so I may keep it, too.

You can try to set LogTarget to kmsg instead of the default journal-or-kmsg in /etc/systemd/system.conf.
