Pogo v2 (E02) ethernet 10mb not working

I have a few E02 with Arch installed as described (nothing fancy). They work fine with 100mb FD connection, I can SSH, everything is as expected. With a 10mb HD network connection I can see the DHCP request, but no ARP response, so nobody can talk to this box, the box cannot talk out.

Is anybody aware of a problem with 10mb network connections? Should I look at the network driver? Suggestions?
