Cant find source of slow transfers

I've got archlinux on a pogoplug. Attached is a 1.5TB usb drive that I keep our pictures on via a samba setup. Ever since I set it up I've had incredibly slow transfer times so i've been trying SCP but only hit 1.5MB/s if I'm lucky. The drive hits 25MB/s between it and another attached drive, and I've watched CPU usage when copying a large file but it never gets above 20%. It has to be some sort of networking setup issue on the pogoplug but I'm at a loss. Any ideas?

What is the format of the drive?

ext3. I had another drive on NTFS but when I added this one I made the switch because that was the only suggestion I could find. I figure either way it can't be the filesystem as I can see the read speeds are fine.

Try disabling "flow control" for your NIC on your PC.

I gave flow control a shot but no change. I wouldn't think it's an issue on the PC end as I get full speed out of the internet connection to it.

Do you have a second PC? How fast can you transfer between them? I had a network switch that went bad, and anything plugged into it was super slow.

What is the ping time to the pogoplug from your PC?
