wifi-setup requires "dialog"

I am having trouble setting up Wi-Fi on my Raspberry Pi with AL ARM because when I run "wifi-menu" I get the following error:

$this->bbcode_second_pass_code('', 'Please install 'dialog' to use wifi-menu')

However, I can't install dialog as I have no internet connection. Is there a way I can install the package offline by downloading it from my computer first?

Yes. Download it from the mirrors, put it on a USB drive, and then boot and use pacman's -U (see the wiki's Pacman Rosetta)
