USB hard disk unable to spin-down

I am using a PogoPlug series 4 with Archlinux installed, but when I tried to spin-down my Seagate Expansion Desk 3T using hd-idle, the hard disk will spin-down and spin-up immediately.

At the same time, my old Western Digital My Passport 500G works fine, can be spin-down and won't spin-up untill the next time I access it.

I've followed the installation guide to do the installation, and upgraded all the package.
