hi, in my cmdline.txt :

$this->bbcode_second_pass_code('', 'root=/dev/mmcblk0p2 rw rootwait console=ttyAMA0,115200 console=tty1 selinux=0 plymouth.enable=0 smsc95xx.turbo_mode=N dwc_otg.lpm_enable=0 kgdboc=ttyAMA0,115200 elevator=noop ipv6.disable=1
')
from a post i read this cmdline.txt
$this->bbcode_second_pass_code('', '
[alarm@alarmpi boot]$ cat cmdline.txt
root=/dev/sda2 rw rootwait rootdelay=5 console=ttyAMA0,115200 console=tty1 selinux=0 plymouth.enable=0 smsc95xx.turbo_mode=N dwc_otg.lpm_enable=0 kgdboc=ttyAMA0,115200 elevator=bfq ')

now im asking if noop or bfq is better for a desktop use

Why not try both and conduct a controlled study to measure throughput or whatever. Google for some test suites people usually use to contrast schedulers.
