systemd mounts broken with most recent update

My ALARM SD card for my Samsung XE303C12 is fully up to date as of the time of me making this post. systemd is unable to mount many filesystems like /tmp, ones under /proc, and some of my own mount unit files. How do I fix this?

Still happening as of systemd 234.11-6.

Could you post your fstab ?
Maybe the problem is with x-systemd.automount option https://bbs.archlinux.org/viewtopic.php?id=229140
