Raspberry Pi RTC Not Working

i have a raspberry pi 3 running ArchLinuxARM-2017.04-rpi-2-rootfs.tar.gz and a PFC8523 real time clock.

i added this to /boot/config.txt:
$this->bbcode_second_pass_code('', '
dtoverlay=i2c-rtc,pcf8523
')
but when arch boots, it doesn't get the time from the RTC. in the journal, i still see this message:

something (kernel? timesyncd?) sets the time on the RTC about every 10 minutes. everything in timedatectl and hwclock looks correct. lsmod lists the clock and i2c modules.

this works with raspbian so i assume the hardware is good.

how do i get this working?
