RPi3 - Cannot boot encrypted root

Fresh install with LUKS + LVM encrypted root. While at the password prompt during boot (encrypt hook), when typing in the password I get the following message:

$this->bbcode_second_pass_code('', 'Not enough available memory to open a keyslot.')

This is displayed whether I type in the correct password or not.
