RPi 3B sdcard boot delayed with HDD attached

Hi, I recently switched from arm to the aarch64 build on my raspberry 3b via re-installing. I noticed that the sdcard boot seems to be delayed whenever my HDD is attached as well. It prints smth like

$this->bbcode_second_pass_code('', 'starting USB...
scanning bus 0 for devices... ')

and it takes 30s to a minute or so to finally boot from the sdcard. I never set any host mode or anything or tried to configure usb booting, e.g. that OTP bit was also not set I believed

$this->bbcode_second_pass_code('', 'vcgencmd otp_dump | grep 17:
17:1020000a')

is it possible to modify the boot order or something like that? is this a well-known thing or did I mess something up?

hmm looks like switching from linux-aarch64 to linux-rpi "fixes" this. this is fine for me now I guess, but if anybody wants to explain what might be going there I'm all ears :)
